This brings me nicely to the inventory system. There seems to already be an hierarchy to elemental powers, so who knows really. Or at the very least they should be differences between crafted and bought arrows. I believe elemental arrows won't be available for purchase, because as you said it'll undermine the fusion system. Bomb arrows can already get the job done, but they aren't the most elegant solution.
